Mr. Ambassador:
I am a private citizen of the HKSAR, China. Like so many others in the world I was both shocked and grief stricken by the event of Aug 23 that resulted in 8 deaths of our countrymen, it was indeed a dark day for the people of China. So you can imagine my shock when I saw this picture of the Filipino police taking souvenir pictures in front of the tour bus. While this kind of behavior might be understandable for people who has no grasp of the magnitude of the tragedy, seeing the Filipino Police force displaying such childish and shameful behavior in front of the world just 2 days after the tragedy, acting like tourists on a sightseeing trip, is in one word, UNACCEPTABLE. I cannot imagine any other police force in any civilized country will do the same. Their ignorance had brought on more unnecessary emotional damage for the Chinese people, I want to express my deepest anger in this matter. These pictures are posted everywhere on the web, I implore you to discipline your police force in this matter as they are a representation of your country's image.
PLEASE do not make a mockery of our grief.

我是一名中国香港市民，正如世界上很多其他人一样， 我被8月23日在马尼拉发生的挟持人质事件引致8名中国人被枪杀感到非常震惊及难过，实际上这是中国人黑色的一天。你可以想象当我看到菲律宾警方站在事发旅游巴士前笑着拍照留念时，是如何的诧异，这些举动恰好是受害者们前一两天在同一辆巴士前所做的事。对于不懂领会和意识这悲剧的严重性的人来说，这种举动尚可理解（不代表可以接受），但是菲律宾警方在事发后做出这种无耻的行为，就像游客到观光景点拍照一样，是完全不能被接受的，我怀疑世界上那个文明国家的警察会做出同样的事情。这行为已经严重伤害了中国人的情感，我想在此表达我个人最深的愤怒，这些照片在网络快速地流传，我认为你应该惩治你的警队，因为他们是代表贵国的人民精神、素质和形象的。
请勿藐视我们的哀痛。
