"Rate" means Ability Rate. It means real effective ability ratio of total ability.
for example, total XXX ability is 1000 and max num of forces is 100.
技术兵 give 400% scope to ablilty.
熟鍊兵 give 100% scope to ablilty.
新兵 give almost 0% scope to ablilty.
if 技术兵 is 100, XXX ability has effect of 4000. ( 1000 * 100/100 * 4 )
if 技术兵 is 50, XXX ability has effect of 2000. ( 1000 * 50/100 * 4 )
if 熟鍊兵 is 100, XXX ability has effect of 1000. ( 1000 * 100/100 * 1 )
if 熟鍊兵 is 50, XXX ability has effect of 500. ( 1000 * 50/100 * 1 )
if 技术兵 is 50, and 熟鍊兵 is 50, XXX ability has effect of 20
