Although completely misguided, I think the cop was trying to demonstrate she was strong, able bodied, and could dominate the other women by herself (I am woman, hear me roar). Hence the dragging of the handcuffed women into the well traveled public lobby, the stepping on the head, and the pulling of the hair. She was trying to show how mighty and efficient she is but in reality, she showed how deficient she is at being a police officer.
