提纲要点
1，审题，明确双方观点，在说什么，对立面是什么
2，将正反方观点用完成的句子列出来（避免使用短语，残破句子），选择自己倾向性的一方作为自己的观点。；两方观点支持的人群，都是谁，受益者是谁（the general public---private sector，individual，individualism，publicinterest，younger generation----senior population）
3，站稳观点，明确自己的观点，时刻注意支持的观点到底是什么。陈述解释为什么支持这个观点，并说出论据123.（提纲内为完整句子）
4，反驳段，在一个特定的背景下（时间，地点.....）给出1~2个不成立的情况，来证明自己的观点。
*注意：一定一定要坚定立场，先思考立场的论据，反驳段只是一个小部分，为了更有力的证明自己的观点。
