As the relationship between the supply and demand is getting tenser gradually, the issue of exploitation of the natural resources in Antarctic has became a world focus because of its close relationship to many other important issues such as the territorial sovereignty、the international cooperation、the protection of the rare wild living things and ruining of environment.
Great attention has long been paid to the issue by the international community. As is known to all, the international community has already made many formal treaties such as The Antarctic Treaty 1961, which is officially the foundation of world’s agreement on this special region. And in 1998, a compromise agreement was reached to place an indefinite ban on mining, to be reviewed in 2048.Many governments have or are about to take various means to obey these positive treaties. And Fiji government is very glad to see that the Antarctic is still used for peaceful purposes only. Fiji government is always cooperating with other countries to provide a better future to Antarctic.
We think exploitation of any kind of minerals in the main land of Antarctic shouldn’t be allowed for it isn’t of much benefit through the technology we have nowadays. Similarly, we are unable to prevent the only non-nuclear continent from being polluted. However, exploitation of the natural resources in the continent shelf which is far from the main land of Antarctic can be allowed for it is much easier to get the resources and it won’t do great harm to the environment. But it must be done in moderation.
Fiji affirms its intention of cooperating with other countries on the issue of exploitation.
Fiji endorses those countries that showed great patient and constructive opinion. We can’t stand for those countries that have an excessive amount of fishing in the ocean surround the Antarctic, especially for those countries that kill the rare animals such as whale in the sea.

The suggestions of the Fiji government are as follows:
1.Speed up environmental protection plans and enhance the awareness of the importance of environmental protection in the international community.
2.Maintain The Antarctic Treaty 1961 largely for its main opinion which is about using the Antarctic for peaceful purposes only is still alive today. But in some aspect such as the exploitation of the natural in Antarctic is no longer suitable nowadays.
3.Open the continent shelf which is far from the main land for exploitation of the natural resources in moderation. But the international community should Intensify supervision of the supply and demand so that it won’t do great harm to the earth.
4.Intensify supervision of the exploitation of natural resources especially for fishing. Since all kinds of living things in the ocean is in danger now. We decrease the amount of offshore trading of fish in moderation.

Transnational river means a river, parts of which are situated in different States.
The utilization of transnational rivers is in two parts: The first is the quantity of water we use in our daily lives, agricultures and industries. The second is the hydroenergy and the hydroelectric power we use.
The pollution of transnational rivers is both caused by nature and human beings. The natural cause is that the environment is damaged seriously nowadays, there is too much dust in the atmosphere, and rainwater has brought the dust into rivers. But the main problem is the man-made cause, too many industries have let out too much polluted water; the agriculture and pesticide all made the water quality become badly; there’re too many people crowed in the cities, and too many people means lots of waste water which pollutes the river.
If water gets polluted, it will be disadvantageous to human beings. 70%-80% of human’s body is water, if the water gets polluted, people can get regular drinks, and many diseases will be caused; beside that, the agriculture and industries won’t keep going well with polluted water, people’s daily life will be destroyed; and also polluted water will break the balance of nature. Water really plays an important role on the globe.
A world of increasing population, increasing pressure on economic production and scarce water resources is prone to conflicts of interest. Such conflicts may erupt between proximate users or user groups in local arenas, but also between conflicting upstream and downstream land and water uses. Transnational river basins are particularly interesting in this regard due to the international dimension of the emerging conflicts and potential windows of opportunity for peaceful cooperation.

Fiji thinks the pollution reduction of transnational rivers is the task of all the countries around the world. Since the globalization makes the countries to effect each other much more than before, we should get together to face the problems on the world. And of course we should insure our legal rights, and make sure of our own interests. Beside these policies and relationships, we should also improve our technology and management. At last, investment is very important in solving this problem, We think environmental problems is one of the main problems we have nowadays, and water is the necessary part on the globe.
The suggestions of the Fiji government are as follows:
1. Countries which have the legal tights of water usage are allowed to use water within its territory, and it can also do researches which don’t have much pollution. A use or category of uses is not entitled to any inherent preference over any other use or category of uses.
2. The Helsinki Rules were set for the utilization of transnational rivers. It has guaranteed the benefits of all the member states, so every member states should observe the Helsinki Rules.
3. Freshwater and natural resources are property of all the human beings, every country has the responsibility to reduce the pollution of transnational rivers. The globalization makes the countries to effect each other a lot, we should have more cooperation with each other.
4. Countries at the Upper reaches of a transnational river should take more responsibilities on protecting the river from getting polluted, because if the Upper reaches get polluted, then the whole water will get polluted. For example, these countries can encourage the farmers to return farmland to forest.
5. Stop all the industries which pollute the transnational rivers seriously. There’re lots of factories, restaurants around the rivers which put out large amounts of polluted water and chemical matters. Governments should constitute policy to stop them from doing anything harmful to the environment.
6. Integrated Flood Management seeks to apply a balance of structural and non-structural measures to manage flood risk. An appropriate balance is one that takes account of social, economic and environmental objectives, and meets the expectations of the community and the Government in reducing flood risk to acceptable levels.
7. The global water ecosystem plays a crucial role in the global ecosystem. It can transfer energy and material and provide sources for global consumers, like rivers, lakes and any other surface waters not only supply water sources and materials transfer ways, but also provide safety living and working environment for globe residents.
8. Use new technology to detect the transnational rivers, such as GPS system. It helps to find out the problem of the rivers and people recognize the troubles as soon as possible.
9. Countries around the transnational rivers can invest more money into the national industry companies to help them to protect the environment and make them have more power to fight against the serious pollution of transnational rivers.
Generally speaking, Fiji hopes all the countries around the world would try their best to reduce the pollution of these transnational rivers. Freshwater is necessary for the whole world, and it is the property of all of us. And also we hope every country would get the most interests we can, and make the best use of all the transnational rivers.
