这个问题我已经得到官方的答复，我写信到skype公司，他们的回答是这是一个bug，他们会在下一个版本中修复（见下面的信）。
同时我的skype上这个问题已经解决，解决方法：把你的用户帐号发给skype的用户技术支持，他们会帮你手动开启摄像头功能。
我的感觉似乎这个bug和你的用户帐号关联(和你的操作系统，摄像头驱动程序都没有关系），所以skype开发者帮你远程解决这个问题。
